TS. Doãn Thị Thanh Thuỷ là Nghiên cứu sinh sau Tiến sĩ về Bền vững Môi trường tại Trường Chính sách Công và Quản lý Fulbright. Nghiên cứu của TS. Thuỷ tập trung vào nhiều khía cạnh khác nhau trong kinh tế phát triển, năng lượng và môi trường. Hai lĩnh vực nghiên cứu chính của bà là: Ứng dụng các phương pháp thực nghiệm vào phân tích và đánh giá chính sách bảo tồn năng lượng; và Áp dụng mô hình tuyến tính để tối ưu hoá kết hợp năng lượng bền vững cho mục tiêu giảm carbon hoá.

Trước khi tham gia vào FSPPM, TS. Thuỷ là giảng viên Kinh tế học toàn thời gian tại Đại học Mở Thành phố Hồ Chí Minh từ năm 2013. Từ năm 2008 – 2011, bà cũng là chuyên viên tín dụng tại Ngân hàng Thương mại cổ phần Đầu tư và Phát triển Việt Nam (BIDV). Trước đó, bà là chuyên viên phát triển dự án tại Công ty dịch vụ tổng hợp Sài Gòn từ năm 2007-2008.

TS. Thuỷ có bằng Tiến sĩ Kinh tế tại University of Hawaii tại Manoa, Mỹ. Bà cũng có bằng Thạc sĩ Chính sách công từ chương trình Giảng dạy Kinh tế Fulbright (tiền thân của FSPPM ngày nay).
